AKOS announces results of spectrum auction

The Slovenian multi-band spectrum auction successfully concluded on Monday 28th April 2014 after 57 rounds of bidding (55 clock rounds, one supplementary round, and an assignment round), raising a total of €148,740,934. DotEcon advised AKOS (the regulator overseeing the award process) on the design and implementation of the auction, which was run using DotEcon’s WebBidder auction platform.

Licences were offered in the 800MHz, 900MHz, 1800MHz, 2100MHz and 2600MHz bands, with 2x10MHz of spectrum in the 800MHz band reserved for new entrants or existing operators with a market share of at most 15%. Another 2x10MHz in the 800MHz band was made available with a special coverage obligation attached, requiring the winning bidder to provide mobile broadband services with a bandwidth of at least 10Mbps downlink (outdoors) to at least 95% of the population in Slovenia, including a number of rural areas identified as being not covered, or poorly covered by a fixed broadband network, within 3 years.

The auction followed a Combinatorial Clock Auction (CCA) format with a relative cap activity rule.

The three largest mobile operators in Slovenia participated in the auction, and all were awarded spectrum:

  • Telekom Slovenije has been allocated 2x10MHz in the 800MHz band, 2x15MHz in the 900MHz band, 2x25MHz in the 1800MHz band, 2x35MHz of 2600MHz FDD spectrum and 25MHz of 2600MHz TDD spectrum, paying a total of €64,201,889
  • Si.mobil has been allocated 2x10MHz in the 800MHz band (subject to the special coverage obligation), 2x15MHz in the 900MHz band, 2x30MHz in the 1800MHz band, 20MHz of 2100MHz TDD spectrum, 2x35MHz of 2600MHz FDD spectrum and 25MHz of 2600MHz TDD spectrum, for €63,874,279
  • Tušmobil (the only bidder eligible to bid for the reserved spectrum) has been allocated 2x10MHz in the 800MHz band, 2x5MHz in the 900MHz band and 2x10MHz in the 1800MHz band, paying €20,664,766
  • 2x10MHz in the 1800MHz band and 2x5MHz of 2100MHz spectrum remained unallocated

The licences awarded will be valid for a period of 15 years, with the exception of the 2100MHz licence issued to Si.mobil which will expire on 21 September 2021. Allocated frequencies in the 800MHz, 2100MHz and 2600MHz bands will be available for use immediately after licences have been officially issued, whilst the new licences for the 900MHz and 1800MHz spectrum will be valid from 04 January 2016, once existing licences for the frequencies have expired.
