DotEcon was commissioned by the New Zealand Ministry for the Environment to review alternative options and provide a recommendation on all aspects of an award process for allocating national credits for surrender by New Zealand firms in respect of of their greenhouse gas emissions. DotEcon’s review resulted in a report making recommendations on the format of a suitable auction and many of the important aspects of the overarching award process. It also drew attention to related policy issued to be considered in combination with decisions on auctioning.
