DotEcon was commissioned to:
- review access to New Zealand’s Emissions Trading Scheme of different types of allowances (to emit carbon) and offsets (permitted for surrender in lieu of allowances for carbon emissions),
- identify the issues relating to different policies; and
- draw out the costs and benefits of different access restrictions going forward, in particular relating to (i) the effects an access policy may have on New Zealand’s ability to meet environmental targets and (ii)consequences for New Zealand’s international competitiveness.
Our work was presented to the Department for the Environment as a report discussing the issues and making recommendations, both for the Emissions Trading Scheme and for policy regarding emissions reduction.
