The Slovenian Post and Electronic Communications Agency (APEK) has published the tender documents for the forthcoming multi-band spectrum award in Slovenia, which includes licences for spectrum in the 800MHz, 900MHz, 1800MHz, 2100MHz and 2600MHz bands. The award will use a combinatorial clock auction (CCA) format to allocate spectrum in the event that there is excess demand for spectrum on the application bids from qualified bidders. The award features a combination of spectrum caps along with a potential reservation of 800MHz spectrum for operators with a mobile market share not exceeding 15%; these measures have been set with a view to protect competition in the downstream market without overly restricting bidders in expressing genuine demand for spectrum or suppressing competition in the award process.
The deadline for interested parties to submit applications is 17 February 2014.
