The DotEcon study will develop detailed recommendations for the packaging of spectrum usage rights and suitable assignment mechanisms. It will include an analysis of potential uses and demand, based on previous work by Ofcom and responses to regulatory consultations. In its Spectrum Framework Review – Implementation Plan, Ofcom identified this band as suitable for licensing by auction to concurrent users providing low power GSM services.
