DotEcon assists Openreach in response to Ofcom’s “Review of retail and wholesale ISDN30 markets”

The consultation found that Openreach had SMP in the wholesale ISDN30 market and proposed a variety of remedies, including a price cap for wholesale ISDN30 services. DotEcon advised on the proportionality and potential adverse effects of the proposed remedies in light of ISDN30 being at the end of its lifecycle. Novel issues arise for profitability measurement and the formulation of an appropriate regulatory response where an end of life product is on the cusp of being superseded by a new generation.
