European Commission publishes report on zero-rating

The European Commission has published a report on zero-rating practices in broadband markets prepared by DotEcon, Aetha Consulting and Oswell & Vahida.

The report provides an overview of zero-rating practices in Europe at the end of the third quarter 2016, reviews the economic and legal literature on zero-rating, looking in particular at the potential benefits and competition effects of zero-rating; and develops an initial framework for the assessment of zero- rating practices from a competition perspective (rather than focusing purely on net neutrality considerations).
