The Norwegian Communications Authority (Nkom) has announced the conclusion of the 900 MHz spectrum auction in Norway, which has resulted in Telia Norge AS and Telenor Norge AS each being assigned 2×10 MHz in the band.
DotEcon advised Nkom on the design and implementation of this award process. The auction was run using DotEcon’s online bidding platform, WebBidder.
A total of 2×20 MHz of spectrum was on offer (split into four 2×5 MHz lots, with a reserve price of NOK 140,000,000 per lot). The auction was run using a simultaneous multiple round ascending auction (SMRA) format.
The auction began on 23 May 2017 and finished on 29 May after 29 rounds of bidding. Three bidders took part, with the spectrum eventually being assigned to two of the participants. Telia will pay NOK 393,988,120 for its spectrum, and Telenor will pay NOK 396,248,120, giving total revenue from the award of NOK 790,236,240.
The two winners now have up to four weeks in which they can negotiate the specific frequencies within the band they will each be assigned.
