Norwegian multiband auction allocation stage concludes: winners announced by NPT

The Norwegian multiband auction started on the 2 December 2013.  The award used a first-price, sealed-bid, combinatorial auction to allocate spectrum in the 800MHz, 900MHz and 1800MHz bands, mostly on a frequency-generic basis, in the allocation stage, which will be followed by an assignment stage to determine the specific frequencies assigned to each licence holder in these bands.

The spectrum available in the auction included 2x30MHz in the 800MHz band, 2x15MHz in the 900MHz band and 2x55MHz in the 1800MHz band.  Bidders were subject to spectrum caps of 2x10MHz, 2x15MHz and 2x20MHz in the 800MHz, 900MHz and 1800MHZ bands respectively, which took into account existing frequency holdings.

The allocation stage has concluded with the following results:

  • TeliaSonera has been allocated the centre 2x10MHz block in the 800MHz band subject to the coverage obligation, 2x5MHz in the 900MHz band and 2x10MHz in the 1800MHz band;
  • Telenor has been allocated 2x10MHz in the 800MHz band, 2x5MHz in the 900MHz band and 2x10MHz in the 1800MHz band; and
  • Telco Data has been allocated 2x10MHz in the 800MHz band, 2x5MHz in the 900MHz band and 2x20MHz in the 1800MHz band.

The auction will continue with the assignment stage on 9 December 2013, which will determine the specific frequency assignments for each winner.  Final auction results are expected to be published by NPT on the 10 December 2013.
