Ofcom publishes 5G proposals

Ofcom has published proposals for award of 700 MHz and 3.6-3.8 GHz spectrum. The 700 MHz band will be important for future wide-area 5G coverage. Ofcom proposes to use a combinatorial clock auction (CCA). Coverage obligations would be offered alongside spectrum lots, but at a negative price. Bidders winning coverage obligations would benefit from a market-determined discount on the price of spectrum. DotEcon has advised Ofcom on this auction design.
