The Office of Fair Trading has published research commissioned from DotEcon which was aimed at setting out the implications of bidding processes for the analysis of competition, and at providing a guide to the qualitative and quantitative techniques that may be relied upon when assessing specific cases. The report considers whether there are special features of bidding markets which might warrant the use of alternative tools when looking at market definition, dominance, the likelihood of collusion and mergers.
