A recent paper by M Zaber and M Sirbu examines the effects of various spectrum management policies such as mandating a particular technological standard in a spectrum band and awarding spectrum by auction on 3G diffusion rates. The authors use data from DotEcon’s Spectrum Awards Database in their empirical analysis.
The study also looks at how the income levels and diffusion of existing voice and data technologies in countries impact 3G penetration. This paper has been published in the Telecommunications Policy Journal and can be downloaded here.
