This report was commissioned by Ofcom in the context of its review of annual licence fees for spectrum in the 900MHz and 1800MHz bands. It sets out a methodology for establishing prices for spectrum in these bands on the basis of the package prices that were determined in the UK 4G auction, which Ofcom was directed to take into account when setting new annual fees.
