This report was prepared for the National IT and Telecom Agency in Denmark (NITA) as part of NITA’s modernisation of the spectrum management framework in Denmark to allow spectrum liberalisation and trading. It draws up a new methodology for calculating spectrum fees (which are levied to cover NITA’s cost of spectrum management) that is not linked to specific services that in total have to cover NITA’s costs of spectrum management. The new fee structure should allow for service and technology neutral licences and for the reconfiguration of licences as may result from spectrum trading. The report can be downloaded here.
