This report has been prepared by DotEcon together with Analysys Mason and Hogan & Hartson, for the European Commission, considering what action might be required in order to maximise the benefits from the spectrum that becomes available as a result of the migration from analogue to digital transmission of terrestrial television broadcast services (the so-called ‘digital dividend’). The report considers the various options for implementing a European Digital Dividend Strategy, and identifies a number of recommendations.
