This report, commissioned by the Danish National IT & Telecom Agency (NITA) and prepared in collaboration with Analysys, looks at how primary assignment of spectrum may be improved to award available radio frequencies to users in line with market demand. It also contains a discussion and assessment of the benefits of further liberalisation of spectrum use and the introduction of spectrum trading in order to improve the efficiency of spectrum allocation.
