This report, commissioned by the Office of Fair Trading, sets out the implications of the use of bidding processes in particular markets for the analysis of competition, and provides a guide to the qualitative and quantitative techniques that may be relied upon when assessing specific cases. The report considers whether there are special feaures of bidding markets which might warrant the use of alternative tools when looking at market definition, dominance, the likelihood of collusion and mergers.
