This report, prepared for Irish telecoms regulator ComReg, considers some key issues for the design and implementation of an award process for spectrum in the 2.6GHz band, potentially including spectrum from other bands. In particular, it considers alternative options for the award and the design of an auction process, competition safeguards, licence conditions and a methodologies for structuring licence fees.
