The Irish telecommunications regulator ComReg commissioned DotEcon to conduct a review on Non-Geographic Numbers in Ireland, following concerns about transparency and user understanding of prices and the usage of these numbers.
This report presents our our analysis of the current market situation, mapping revenue flows between all parties in the value chain and assessing the scope for consumer harm. It draws on information gathered from a data request to telecoms operators and surveys of consumers and organisations in Ireland. We provide recommendations on potential remedies ComReg could implement to address the problems identified.
