This report (produced jointly with A-Focus) for PTS, the Swedish telecoms regulator, provides recommendations on the use of auctions for spectrum assignment. It includes a number of detailed case studies of European auctions and scenarios for possible future spectrum assignments in Sweden. The report was commissioned by PTS following the passing of a new law that gives the regulator the option for the first time to use auctions for spectrum assignment. It was released for public consultation in May 2004 and can be downloaded here.
